[Copilot App] Wrong workspace when opening project in a monorepo

It seems opening root of monorepo instead of project. Also, opening 2 projects in same monorepo just leads to same root workspace

Reproduce the issue in the Copilot App by opening a project in a monorepo, then opening two projects from the same monorepo. Trace how the app selects the workspace root; done means each project opens in its own correct workspace rather than the monorepo root.
