in-app browser does not allow popups and this prevents several use cases:
Cannot open aspire resource by clicking url in aspire host.
Cannot authenticate if authentication shows a popup.

Repro steps:
- Use Copilot App to run a project that has aspire host
- observe aspire host opens in tab in app
- Click resource url in aspire host
- observe nothing happens
- CAN rt click -> "open in new window", which opens in new tab
Expected behavior: Opens in new tab?

On a mac if that matters -have not tried on PC.
