Ability to queue multiple inline code review comments

### What problem are you trying to solve?

Currently, I heavily use the queued message system when working in the main chat interface, which allows me to fire off multiple parts of feedback, ideas and more, and ensure that Copilot can tackle these one at a time.

However, when it comes to reviewing Copilot generated code, I leverage the inline code comment flow, which allows me to review code as if it was a PR, that Copilot will investigate, fix where it sees fit, and reply to me. This inline code commenting doesn't seem to have an "enqueue" function, so that I cannot review the code as I see fit, and then have Copilot iterate through the feedback. This means that review is a slow step as I'm waiting for Copilot to finish before I can add a second comment.

### Proposed solution

I have two proposed workflows, and would be happy with either

1. Ability to enqueue inline code comment messages, using `CTRL + SHIFT + ENTER`, so that Copilot can work it's way through the list of comments one by one
2. Like the GitHub Web UI, the ability to add comments to a "review" and to then publish that review. This way, it would basically be a PR review at a pre-PR stage, that Copilot could make its way through and then let me know the outcome.

### Workflow impact

I believe any user of the application that heavily relies on the Changes tab for commenting on Code and tweaking code would be affected.

Start in the Changes tab's inline code comment flow and compare its current submission behavior with the main chat's queued message system. Define and verify one of the proposed workflows: queue inline comments with CTRL + SHIFT + ENTER, or collect comments into a review and publish them together so Copilot processes them sequentially.
