Description
The "Changes" view becomes a mess after a decent review pass. There needs to be a way to permanently dismiss resolved feedback so it doesn't take up vertical space and permanently split up lines of code in the display.

Research direction
Start by reproducing the problem in the Changes view at /chat after a review pass, then trace how resolved feedback is displayed. Done means users can permanently dismiss resolved feedback so it no longer takes vertical space or splits code lines in the display.
