Locally running MCP servers 127.

Locally running MCP servers 127.0.0.1 unregistered from the session during the recent github rest api outage. I had to build a bridge. May not make sense to disconnect local like this if it is possible. e.g. Options -> MCP Servers -> MyLocalMCPTool just sat and spun trying to load when it was fully available.

从 /chat 流程开始，在 GitHub REST API 不可用时，通过 Options → MCP Servers 使用本地运行的 127.0.0.1 服务器复现该问题。完成的标准是本地 MCP 服务器仍注册在会话中并能够加载，而不是无限旋转。
