When reviewing a PR.

When reviewing a PR... I'm so confused - it's weird having the same UX for commenting/chatting with the local copilot v. posting a review comment onto the PR. Now that I looked again I think I get it, but I was totally astonished when I clicked "Send" on a comment that I intended to submit to the PR author, and then Copilot replied! And then it was nowhere to be found in the PR in the browser.

Start at the /chat path and reproduce the flow with a pull request, comparing a Copilot chat message with a review comment intended for the PR author. Done means the two destinations and actions are clearly distinguishable, and an intended PR comment can be verified in the PR browser.
