Title: Context and Changes panel do not update when selecting a repository with no active sessionsUser Story:As a developer managing multiple repositories in the Copilot App, I want the active chat context and "Changes" panel to switch automatically to a newly selected repository, even if that repository does not have any active sessions yet, so that I can immediately begin working in the new context.Current Behavior:When multiple repositories are open in the "Sessions" tree, selecting a repository name that contains no active sessions fails to update the application state. The "Changes" panel and the Copilot chat context remain stuck on the previously selected session/repository.Expected Behavior:Clicking a repository or project name in the left panel should immediately shift the global application context (including the Chat context and Changes panel) to that repository, regardless of its session history.

Start at the /chat path and reproduce the issue by opening multiple repositories, then selecting one with no active sessions. Trace the state used by the Chat context and Changes panel; the work is done when selecting any repository updates both panels, including repositories without session history.
