Git commits have wrong author

### What happened?

I noticed that the commits the app generated have the wrong name. It's not been using the values in user.name and user.email. It seems to have guessed the email from my windows login and appended @users.noreply.github.com, and the name is the name associated with that email. The account in the app is my correct user.

The commits generated by Copilot app have someone else's accounts.

The app makes commits with my global git config user and email.

Start by reproducing the generated commit on Windows and inspect how the app constructs commit authors versus the global Git user.name and user.email values. Done means generated commits use the configured name and email rather than Windows login details or another account.
