Repo-level configuration

The app doesn't appear to account/allow for configuration of skills, agents, plugins, mcp servers, etc. at the _repo_ level. This is useful when you want a development team to all have access to the same capabilities in their agentic tools, without them having to "install" all the bits and pieces, keep them up-to-date, augment as the project evolves, etc.
