"Invalid" failure on label creation

Not clear to me if it's something in the label name or if it thinks it's spam or something else. In this case I realistically would rather just turn off labels, so that's #245

Start with the accesslint workflow run linked in the issue and reproduce label creation using the reported label name. Check the GitHub validation response to determine whether the name is rejected, then make the label-creation path handle the cause; done means label creation succeeds without disabling accesslint, or the failure is clearly reported for the separate labels-off issue.
