Closed issues under current tag are not included while generating release notes

Not able to include issues closed under current tag in release notes. They get copied into next release notes.

Start by reproducing release-note generation for issues closed under the current tag, then compare which issues appear in the current and next release notes. Done means issues closed under the current tag appear in that release's notes and are not copied into the next release.
