Remove Babel from React component annotation

The standalone `@sentry/babel-plugin-component-annotate` package is already removed, but its implementation is inlined in `@sentry/bundler-plugins`, keeping `@babel/core` as a runtime dependency.

* Babel remains the annotation backend for Webpack, Vite 7, Vite 8 parser/fallback cases, and the Next.js Turbopack loader.
* Vite 8 has a faster non-Babel transform, but it intentionally falls back to Babel when parsing is unavailable or fails.
* The remaining blocker is parser/transform parity across those paths before the Babel backend, subpath export, and dependency can be removed.
