Reduce volume of unactionable ANRs

### Problem Statement

@romtsn think's google play revamped their reporting and they don't report "useless" anrs now (those that have the stacktraces captured too late), so probably that's where the difference is coming from [https://developer.android.com/topic/performance/anrs/diagnose-and-fix-anrs#mystery-anrs]()

Our ANR count also is a lot higher than the playstore at this moment.
