Switch to convention plugins for build logic

### Description

At the moment we have a lot of repeating config for our modules (e.g. setting up `android {}` DSL or setting up static code analysis, etc.), we could use Gradle's [convention plugins](https://docs.gradle.org/current/samples/sample_convention_plugins.html) to centralize this logic, so the configuration could happen by just applying one of our plugins.
