Description

In the main development branch (`add-different-target-types`) if base velocity limits are not passed trough configuration files they are set to zero (so the system is treated as fixed-base)

Research direction

Start by locating HumanStateProvider and the configuration handling on the add-different-target-types branch. Trace how missing base velocity limits are initialized, then verify that absent configuration does not incorrectly make the system fixed-base; add or update the relevant test if one exists.
