No README currently. The new readme should have something like:
* A pointer to `sdformat.org`
* A pointer to the `sdformat` repository
* Development tips
* How to preview branches
* Contribution guidelines?

* https://index.ros.org/doc/ros2/Contributing/Developer-Guide/#pull-requests
