windows.yaml workflow does not check for ci_matching_branch/

## Description
* Expected behavior: Many of our CI pull request jobs will use different branches of metadata repositories if the pull request branch name starts with `ci_matching_branch/` (see documentation for [Testing pull requests with custom tooling branches](https://gazebosim.org/docs/latest/ci/#testing-pull-requests-with-custom-tooling-branches).
* Actual behavior: The gz-rendering windows.yaml workflow does not support checking out a different branch of gazebodistro as discussed in https://github.com/gazebosim/gz-rendering/pull/1131#discussion_r2070897841.
