Claim ownership of FAIRsharing record on Phenopackets

https://fairsharing.org/FAIRsharing.8f3fdc needs to be claimed by us and updated.

For example, it says

@mellybelly suggested that @monicacecilia could work on this.

Chris noted that eventually we can add Phenopackets to the LinkML registry, but we don't have the resources to do that yet.

Start with the FAIRsharing record at https://fairsharing.org/FAIRsharing.8f3fdc and review its current details against the Phenopackets project. Claim the record for the project, update the inaccurate information such as the specification name and link, and verify that the published record reflects the changes.
