Ignore Bot Comments in Telegram Notifications

update GitHub comment notifications to ignore comments created by the bot itself.

The bot should not send Telegram notifications for its own comments in:

* `issue_comment`
* `pull_request_review_comment`

Comments created by other users should continue to trigger Telegram notifications as before.

Locate the GitHub comment-notification handlers for the `issue_comment` and `pull_request_review_comment` events. Trace how the bot identifies comment authors and run the existing notification tests or event checks if present. Done means the bot's own comments do not produce Telegram notifications, while comments from other users still do.
