Create "Resources" page

The Resources page should contain links to useful tools that builders can use to help them build stuff.

Stories:

- [ ] Active users should be able to submit resources for approval
- [ ] Mods should have the ability to approve/disapprove resources. If approved, the user gets a badge added to their profile with the number of resources they submitted.
- [ ] A dedicated page should contain a list or grid of resources, including a preview image and description. There should also be a reference to the user who submitted it.
