Graphene framework

Default working with graphene library is so hard and have many problems: code repeating, the lack of standards and specifications of writing mutations and resolvers, user permissions control in queries, etc. More problems resolved [in this article](https://habr.com/ru/post/461939/). We can integrate framework from the article into the base project.

Read the linked article first, then inspect the base project’s current Graphene integration to identify the entry points affected by its proposed framework. Define the mutation, resolver, and permission standards before implementation; done means the article’s approach is integrated consistently into the base project.
