[Chrome] Cannot import config file in Chrome on Win10

Cannot import configuration in Chrome on Win10 environment.
Chrome: 62.0.3202.94 (64 bit)
Windows 10: 64 bit, 10.0 ver. 16299. Language: Chinese Simplified

The config file is exported on macOS, and can be imported in Chrome on macOS.
But when I do the same thing in Chrome on Win10, it keeps saying "Oops, an error occured. The file you selected is invalid".

Reproduce the configuration export on macOS and import it in Chrome on Windows 10, comparing the successful macOS path with the invalid-file error. Trace the import handling from the configuration file entry point; done means a macOS-exported file imports successfully in Chrome on Windows 10 without the error.
