Preferences quick filtering for available docsets

To improve docset management experience I'm recommending consider adding a quick filter.

The issue names no files, tests, or entry points. First clarify how the quick filter should behave and locate the preferences view that manages available docsets; done should include an agreed interaction, implementation scope, and tests for the filtering behavior.
