Possible to prevent the run of whole file(or without selection)?

I am keeping the file with a bunch of commands, and most of the time i only need to run one or several lines after highlighted/selected command. But there were few times, the command run from the top to bottom unexpectedly. The frustration here are the reversal of the commands that ran accidentally.

Possible to add the new settings that to prevent the run of whole file or without selection?
