Add the capability to execute commands on external terminals like command prompt.

As of now, code-runner supports output in the output window or the integrated terminal.
add the capability to show output in a new terminal window. It will be much easier to take screenshots and present them to other people. Showing results to other people in the integrated terminal is not convenient.

The issue names no file, test, or entry point. Begin by tracing the existing output-window and integrated-terminal paths in the TypeScript extension, then determine how a separate terminal window should be selected and verify that existing output modes still work.
