Android app submission was rejected. Issue: Violation of Device and Network Abuse policy

I have created a complete app using webview plugin. When I submit it to google play-store it has rejected. The only thing I did was create a website and load it through flutter webview. So I think something wrong in this plugin.

This is the content in email I got.
