Steps to reproduce:

1. Open a DevTools extension in VS Code
2. While focused on the extension panel, try to open the command palette (cmd+shift+P)

Expected behavior: can open command palette
Actual behavior: cannot open command palette

首先，在扩展面板处于焦点状态时，在 VS Code DevTools 扩展中复现该问题，然后跟踪键盘快捷键和命令面板命令在该集成中的处理方式。当扩展面板处于焦点状态时，cmd+shift+P 能打开命令面板，并且现有的复现步骤仍然通过，即表示完成。
