As part of the fix for https://github.com/flutter/devtools/issues/8159 (widget tree failed to load after a hot-restart) we added a test case to catch any regressions.
The test case is passing locally but timing out when running against our CI bots. The test case should either be fixed and re-enabled, or this logic should be moved into a full integration test instead.
