Service extension buttons have different tooltips than the regular DevTools buttons

Compare the "select widget mode" tooltip:

To the "hide implementation widgets" tooltip:

This seems odd from a UI perspective, particularly when a service extension and non-service extension button are right next to each other.

Inspect the service extension and regular DevTools button tooltip entry points and compare their wording, especially when the buttons appear next to each other. Update the inconsistent tooltip text and verify that both button types display matching terminology.
