Description
Note: This is only reproducible on non-web apps (for web apps the breakpoint is only hit once). It also doesn't happen all the time.
Steps to reproduce:
1. Set a breakpoint in an app's main method
2. Hit hot-restart
3. The breakpoint is hit
4. Hit resume
5. The same breakpoint is hit!
