Investigate if we should reduce the debugger page feature set

With DevTools debugger page usage so low, it is worth investigating if there are non-critical features we can remove to reduce our maintenance surface. Providing a smaller, more robust feature set (in combination with https://github.com/flutter/devtools/issues/6888 may be the best path forward for the debugger screen).
