Performance page is not staying alive as intended

Sometimes the performance page does a full reload when switching between tabs and sometimes it does not. Reloading the page makes the use lose their debugging state.

Start by reproducing the tab-switching behavior described in the issue and compare it with the attached recording. Trace which performance-page state is lost during a full reload; done means switching tabs consistently preserves the debugging state without an unintended page reload.
