Meta: improve DevTools testing

We need to improve test coverage for existing DevTools functionality and add new integration tests for DevTools workflows. In https://github.com/flutter/devtools/pull/3983 for example, several type casting issues were fixed that should have been caught by the DevTools test suite instead of being caught by manual testing.
