DevTools should have a button to directly restart an app

See the Android or iOS instrumentation tools. Launching an app, poking around a bit (or just testing startup), then close the app and relaunching the app over and over again is a common debugging flow. We should support that use case better by just having a button that re-launches the app to restart measurements from scratch in devtools.
