DevTools loses connection after Hibernation

After my Windows 10 computer wakes up from a hibernation I get this error:
Hot reload/restart still works, but not the DevTools.
This computer belongs to my employer, a bank, so there are multiple layers of networking security. This could be related, but it doesn't appear to affect hot reload though, just the DevTools.

No source file or test is named. Reproduce on Windows 10 by hibernating and waking the computer, compare DevTools with hot reload/restart, then trace the connection lifecycle around wake; done means DevTools reconnects without manual restart while hot reload remains working.
