Recommend package:skills in instructions

Right now we recommend using `npx skills`, but [`package:skills`](https://pub.dev/packages/skills) would be better, since it means that users can avoid installing another SDK.

It seems like this tool supports installing and updating skills directly from GitHub, so we wouldn't need to publish the skills to pub.dev
