Description

Keys remaps in GNOME Tweaks are not recognized in Vim mode:

**To Reproduce**
Steps to reproduce the behavior:
1. Go to [GNOME Tweaks](https://gitlab.gnome.org/GNOME/gnome-tweaks)
2. Remap keys: swap the `esc` and the `CAPS LOCK` key
3. When in Vim mode, pressing caps lock (which works as esc in any other software) does not do anything (not even toggle caps), while esc works only when pressing the actual esc key.

**Expected behavior**
A clear and concise description of what you expected to happen.

**Desktop (please complete the following information):**
- OS: Ubuntu 22.10
- Architecture: x64
- Version: 1.76.2
- App Manager: GNOME Software
- Sandboxed: Flatpak

Research direction

Start by reproducing the issue in VS Code's Vim mode after applying the GNOME Tweaks remap, then compare Caps Lock and Escape behavior in Vim mode and other software. Done means the remapped Caps Lock key acts as Escape in Vim mode while the physical Escape key continues to work.
