This was originally posted at https://github.com/PintaProject/Pinta/issues/1557, but this is actually a packaging issue since Pinta uses GDK pixbuf loaders for opening images, and the flatpak package doesn't have a bmp pixbuf loader available (the snap package does support this, for example)
In the original bug report, a comment mentioned that this might be resolved by the Glycin pixbuf loader in the future
