Add notes in context to content on the page

The notes can hover arbitrarily for sure and that's quite a decent thing to have but they also need to be attached to text. It would be great if somehow this plugin could leverage the Hyper-Anchor plugin (http://www.hyper-anchor.org/en/) functionality to anchor a note in context to any material on the page!

Start by reviewing the existing floating-note behavior and the Hyper-Anchor functionality linked in the issue. Determine how a note should attach to selected text and remain associated with that material on the page. Done means notes can be anchored in context to text rather than only hovering arbitrarily.
