Having problems setting up the changepoints so that my model knows it has to start each cycle with 0

I'm trying to model a time series that has a linear trend and starts over at 0 at the beginning of each year. Now, I've read the docs and several posts but I can't seem to find the right solutions by either adding changepoints or setting a cap and floor variables.

Could someone point me in the right direction, please?
