I have a `cache` folder for docker that contains docker node_modules (so we don't need to download than every build) anyway... Flow doesn't ignore those folders.
I set to ignore that `node_modules` inside the `docker/cache` folder and it ignores that configuration when there is another `.flowconfig` in the subfolder that have `include` config... SO ANNOYING!
The only workaround that worked so far was using the options, what kills the `node_modules` resolution of flow.

module.system.node.resolve_dirname=node_modules
module.system.node.resolve_dirname=docker/cache/node_modules_development
module.system.node.resolve_dirname=docker/cache/node_modules_test
```
Please, fix that error, would be really be great if ignore actually ignore the files/folders, even if there is a .flowconfig inside such folder.
