Add an "Your CLI is out of date" message if appropriate

See https://github.com/exercism/exercism/issues/5156#issuecomment-573316545 for an example of why this would be useful.

The website can probably work out the latest version of the CLI from GitHub and pass that in its responses, and the CLI can check whether the current working version matches the version passed by the website.
