Error: Local Dev is not enabled for your org

Start by reproducing sf lightning dev app -o {TargetOrg} against an org where Local Dev is enabled and the setup banner is visible. Trace the sf lightning dev app command in the lightning-dev plugin to compare its org check with the reported setting; done means the command proceeds and makes Preview Components available.

Summary

Error: "Local Dev is not enabled for your org" when I run the sf lightning dev app command.

Steps To Reproduce:

1. Enable in the org Local Dev from setup
2. Check banner on top "Local Dev (Beta) is on.." is present
3. Run from terminal sf lightning dev app -o {TargetOrg}

Expected Result

Preview Components is available

Actual Result

Getting error Local Dev is not enabled for your org
