GOVERNANCE documentation

To ensure consistency and transparency across all projects, I propose to create a global `GOVERNANCE.md` file. This document will outline our core principles, organizational structure, and guidelines for project responsibilities.

## Key Components

### Principles

- **Open Source**
- All projects are open source to foster community collaboration.
- **Welcoming and Respectful**
- We are committed to a respectful environment. See our [Code of Conduct](link-to-code-of-conduct).
- **Transparent and Accessible**
- Work and collaboration occur publicly for transparency.

### Organizational Structure

- **Working Groups (WGs)**
- The EEF is organized into working groups responsible for specific projects.
- Put in info on how to participate / join a WG.

### Project Responsibilities

- **Linking to Responsible WG**
- **README Badge**: Each project should display a badge linking to its responsible WG.
- **Repository Tag**: Tag repositories with the appropriate WG.
- **Exception**: Archived projects are exempt from this requirement.
