Add a `@fix` framework for checkers

Some checkers provide fix functionality already.

It would be quite helpful if we had a way of easily marking fix utils as being associated with warnings/failures in specific checks.

Recently we added a `@preload` decorator that serves a similar purpose, so we can probably copy/repurpose that to do the same.
