Support TAP filter

*Description*:
TAP filter support at
- common GW for all workloads
- specific workloads exposed by GW

while this can be done today using [EnvoyPatchPolicy](https://gateway.envoyproxy.io/docs/api/extension_types/#envoypatchpolicy) it puts the responsibility on the human operator to ensure the filter is applied to all of GW or specific workloads exposed by the GW.

IMHO, a native EG solution would benefit the end user.
