feat-request: Allow custom running of workflows

*Description*:
We can allow the developers working on gateway to run some of the workflows (like `build-and-test`) manually on their forks using the [`workflow_dispatch`](https://docs.github.com/en/actions/managing-workflow-runs-and-deployments/managing-workflow-runs/manually-running-a-workflow) trigger, so that they can be more confident about the CI/CD passing while the PR is waiting for a review.
