Similar to https://github.com/envoyproxy/gateway/pull/1294 add the ability to provide CA Certs when performing mutual TLS between Rate Limit client with Redis Server.
The API could be a https://github.com/kubernetes-sigs/gateway-api/blob/b692c69aa142c7a4d08689a8790b446c6f4d5241/apis/v1beta1/object_reference_types.go#L27
and we can only support `ConfigMap` for now
