Allow remote address to be passed in network rate limiter descriptors

*Title*: **Allow remote address to be passed in network rate limiter descriptors**

*Description*:
The network rate limiter filter should allow to pass the remote address in descriptors in order to rate limit the amount of open connections per IP.
