What is the reason not having The WebAssembly Binary Toolkits in Emscripten 2.0.8

We are upgrading emscripten from 1.39.7 to 2.0.8.
Fond that there is no WebAssembly Binary Toolkits in the upstream/bin directory. However, it was there in 1.39.7 . Curious to know what is the reason not having these binaries in 2.0.8

we use wasm-objbump in our code base, since this tool is not found in the upstream/bin so build fails. there are many ways to fix this issue. but I want to know what could be the reason to remove it from the upstream ?
